So, now our library will continue to lose books as there will be no reason to return them. Brilliant. Jeez, teach your children to be responsible enough to return borrowed books, and you won't be fined.

Rotwang, book loss isn't covered in the new policy:
"Library users will still pay replacement fees for items they haven’t returned for a certain number of weeks, but if they return them, the fees are waived, Berg said."
