Sounds like a Special Districts of Oregon (SDAO) board training session is in order. This specific training of board members on how to run a Fire District.

They've had multiple SDAO training sessions and had a rep attend many of their sessions. They're still trying to work out how to work together. When you have a president that doesn't want to follow policies and interfere with the Chief's job, it makes it hard.
