Back in the day, states got federal grants to be used strictly for mental health care. Then, the feds under Reagan swapped over to block grants, like one big sack of Amurrican fiat currency, for everything. At that point, the various state governments spent it all on everything but mental health care. The result being what we see today. Please correct me if I am wrong. Maybe the state of Oregon could fund mental care like they used to.
