Didn’t the county/city recently dump half a million dollars on a paraphernalia (needle) exchange program to stop them from being discarded on the ground, etc? Maybe someone, let’s say, from the NR could do an investigative report to see just how that program is progressing.

Correct, but last time I checked, one could only turn them in on certain days. I doubt that many of these fine citizens are straight enough to read a calendar or tell you the date.
