I still think I have the best idea - raze the neighborhoods like Cedarwood that are close in and run down and put in apartment complexes. And they could turn 1st and 2nd into one way streets and put high rises in where those highly liberal churches and parking lots are. Add several more decks to the parking structure and get rid of street side parking and have a trolley going up and down 2nd into downtown. Then the crowd that’s already in those areas would be housed. Putting people in industrial areas is a horrible idea. Densify existing run down residential and trailer parks.
