One potential use might be to identify, analyze, and develop a facility within the county where large scale vaccination could be safely and appropriately deployed, similar to the facilities in other counties nearby. Every county in Oregon should have a mass vaccination site.

That way the next time we have a global deadly pandemic, our county need not lag behind surrounding counties in safely distributing vaccines to our citizens. And our state need not lag behind most other states.
