Dayton man arrested following lengthy pursuit

WOODBURN - A Dayton man was arrested Monday afternoon following a pursuit that began in Newberg and ended at the Woodburn Premium Outlets Mall.

Newberg-Dundee police identified him as Jack Dean Roach, 38. He was charged with one count each of first-degree criminal mischief, second-degree criminal mischief, attempt to elude a police officer, driving under the influence of intoxicants and reckless driving, in addition to two counts of hit-and-run/in a vehicle resulting in property damage. The charges are a mix of felonies and misdemeanors.

Roach was lodged in the Yamhill County Jail on $30,000 bail pending arraignment in circuit court.

Newberg-Dundee police gave this account:

About 3:30 p.m., a citizen called 911 to report that an older model Chevrolet S-10 pickup was traveling at a high rate of speed northbound, down the middle of Highway 99W toward Dundee from the Dayton area. It was reported the pickup was passing vehicles on the shoulder of the highway. The pickup crashed into another vehicle at one point.

A Newberg-Dundee officer attempted to stop the pickup in the area of First and Main streets after observing multiple driving violations. The pursuit began at that point.

Roach drove south on Highway 219 from Newberg before turning onto McKay Road in Marion County. An Oregon State Police trooper attempted to spike the pickup on McKay, prior to it reaching Interstate 5. The attempt was unsuccessful, and the pickup headed southbound onto the freeway.

It was traveling at speeds between 60 and 70 mph and refusing to stop for law enforcement personnel. The pickup appeared to be pulling over to stop at one point, but instead, continued through a ditch and a fence and onto North Arney Road, in front of the mall.

Roach attempted to flee on foot but was taken into custody by two Newberg-Dundee officers. He admitted using methamphetamine earlier.

An unidentified passenger was questioned but not charged.
