I would like to know what the remaining "5%" of the aforementioned contract is "not acceptable" to Mr. Sheridan.

The Mayor and City Council were apparently, "asleep at the pickle-switch."

The hurried "Yule-tide" contract was predictably designed to appease Mr. Sheridan.
