He was born June 20, 1957, in Bremerton, Washington, to Willie and Thelma Otto. Despite the many challenges he faced because of his cerebral palsy, the word “never” was not in his vocabulary; he embodied the notion that “life is what you make it." He loved the beach and tooling around town in his motorized wheelchair.
Jeffrey is survived by his mother; brothers, Neil and Douglas; and sisters, Rebecca and Denise.
