This is a great program, worth funding. The needle exchange program, not so good. We should be spending money fixing the drug problem, not enabling it. Sheriff Svenson, well done!

The needle exchange program is more or less to help with the discarded needles left around the streets. You turn in 5 needles, you get 5 clean needles back. They don't just walk in and get free needles. The users must turn some in (instead of tossing them on the sidewalk, or at the park) to get new needles. Also helps prevent needle sharing, and the spread of disease. Its SADLY a beneficial program.
