Might the News Register dig a little deeper into the scoring process and why City staff not score Fackler the highest? Outvoted by YCAP and/or FFA? Seems like there should be more 'splaining about this whole process.

'Rule of thumb" for accepting bids for any building project (private or public, subs or total cost) -- throw out the high and low bids, and select the one that is closest to the average of the remaining. Of course, one must also check the reliability and references/knowledge of said companies before accepting/rejecting. This formula has been around for decades and predominately results in the correct choice.

I'd hate to think we are using "rule of thumb" to make million dollar decisions.

Rule of thumb - a broadly accurate guide or principle, based on practical experience rather than theory/hypothesis. Yeah, 'practical experience' is worthless, right?
