The first attempt to ease the UHB restrictions for affordable housing began in 2016 (SB1548). 6 different, but similar bills have been put forth since. Only when Gov. Kotek declared a state housing emergency did the legislature approve SB1537 (8th attempt).

So, after 8 years and 8 attempts, shock might be the least accurate description, IMO.
