When Fred Hertel first came to the employ of the Sheridan and West Valley Fire districts his proposal was to save money- "economy of scale"- by having one set of chiefs, and others for the two and then the 3 fire districts. This "economy of scale" was to allow for more "boots on the ground". This was to be an increased number of line staff who actually
serve the public. His model was to have an admin staff of 8 for the 22
working staff.
Due to his very expensive way of providing a joint administration, there turned out to be even less money for EMT/Firefighters.
It eventually all fell apart because he could not produce what he promised because of the costs involved.
