Why not simply lower the tax? Duh!!!!

Under the guise of help, the state proposes to defer the tax. 'Deferred' allows the state to eventually collect the tax on many businesses. So what happens if this situation (pandemic) doesn't subside in the next few months? It seems more like a small bandage attempting to cover a gaping wound.
