“…state laws essentially require that “we must allow a human to function as a human and that includes rest/sleep and do it in a way they are allowed to protect themselves from the elements and seek warmth.” The amount of enabling the state of Oregon does is comical, embarrassing, and a complete disservice to ALL citizens.
