It sounds like the owner decided not to/couldn't pay the property taxes for years. Perhaps she thought the county wouldn't seize her property.

I'd like to know how much she owed for years of non-payment. I would assume the county would have notified her well in advance of he seizure and given her a chance to pay up. Why would she allow the property to be seized and then attempt to purchase it? What are the dollar amounts involved with that option?
