The Yamhill site has been for sale off and on for decades. I believe I saw $60,000 as the asking price at one point. The state couldn't force the current owner to clean up the contamination, but any new owner would have to do so at an unknown cost. The $260,000 number quoted in the article shows how hard it is to convert this type of property into usable land. After the clean up, the property might be worth $100,000. No one in their right mind would have bought it at $60,000 and paid something like $260,000 to remove the contaminants.
