Maybe we need alternate groups of people out at night looking for the graffiti taggers. If the city is going to push harder on its citizens the least they can do is police the streets.

So... the city wants to fine its tax-paying citizens for code violations. BUT, the people who choose to live on the streets (McDaniel, Marsh, Dustin), don't pay taxes and violate multiple codes are off the hook? Something seems wrong with this picture!
