Who rounds up the tossed styrofoam food containers that get tossed wherever?

So the COOP has successfully trained these birds to return to the nest and get a meal, but what about training these so they can build their own nests, cook their own breakfast, and maybe even give back by volunteering at the COOP.

One of the problems with McMinnville's handouts is that they are not handups! We do nothing to promote change or facilitate it. Even our non-profits don't give handups. They just give handouts, send them on their way and then welcome them back the next day....

As a community we should set our priorities and implement a plan of action that promotes rather than just sustains the status quo. The COOP, Champion Team, Provoking Hope, Church on the Hill all mean well, but they offer no incentive. McMinnville is just throwing away it's money by investing it into such flawed agencies.
