"fiscally responsible" would be sticking with the original recommendations of staffing & program reductions (nice try Ms. Bouldin) and eliminating the Water & Light "service charge" that was added to cover the last budget deficit. We need someone with backbone to make hard decisions if the city is going to get spending under control. Appears no one fits that description.

“Having backbone” doesn’t simply mean cutting. That’s easy.
It also means recognizing what’s important and doing the hard work to make those important things happen.
That is what I see happening here.

I fail to understand how adding back funding for vacant police positions will increase the need for additional manpower at the municipal court... or why 1.4 PERMANENT positions are required to accommodate the launch of new software?
Bigfoot made a point that I agree with (surprisingly) in another thread. He asked where the money went that was allocated for positions that have gone unfilled for multiple budget cycles?
Seems to me, Recognizing that Water & Light customers are still paying for the budget overruns of the past is one of those "important things" that needs to be rectified.
