Seems like a harsh sentence for guiding people without a license, assuming no one was hurt by what they provided.

Illegal guides hurt those who follow the rules, maintain their licenses, insurance, etc. They hurt our economy, the department of fish & Game and our wildlife stocks. The dishonest few continue to ruin opportunites for those of us who do everything we can to legally enjoy the bounties of Oregon. The fees/licences provide the funding to continue to manage our resources for all to enjoy, legally!
