I can't say how the case should be resolved.
But it does appear that the dog's owner was in a catch-22 situation with the fence. And that regardless of the substance of the dog issues, there may be another side to the story regarding human behavior.
This allegation of perjury is serious:
“Captain Fessler knew the statement, which implicated all four of my dogs in a dogs at large/vicious dog incident to be erroneous when he used it under oath, which is perjury,” Atwood said.

The news story didn't say whether the dogs' owner is represented by an attorney. My advice is that if she isn't already represented, she should find a good attorney.

This supposed issue with the fence is beyond ridiculous - she knew it wasn't legal under city codes and is trying to blame the city for her total and utter failure to contain her dangerous animals. It is incredibly stupid to keep 5 wolfdogs in a small city backyard - they need ACRES of space, a 10 foot fence and 3 foot dig guards. Sandra has none of this. Most dogs don't require a 7 foot fence to be prevented from escaping at any given time, and for WOLFDOGS her backyard was truly an enclosure. This supposed "perjury" is also ridiculous, as it took time to determine what happened - these dogs were roaming miles away from their home and at the time they were taken into custody, it was not known which dogs attacked the animals. People interested in this issue should know that these dogs escaped at least 5 times and Sandra owns a FIFTH wolfdog that attacked another pet (along with one of the dogs removed from her ownership yesterday) in 2022, causing a $3500 vet bill she never paid a cent of. She hasn't paid any of her citations and violations. She is an unbelievably negligent and terrible dog owner who has caused immense pain in our community. And she wants to breed more wolfdogs in her backyard! (She already had a litter in 2024 and has social media pages for her wolfdog business). If you live in her neighborhood, know that she has at least 3, possibly 4 dogs right now, one of which has already viciously attacked a pet with zero consequences. Good luck to everyone keeping their kids and pets safe from these dangerous dogs!
