How petty! Roberti can just put up little signs that say "PARKING FOR ROBERTI PATIENTS ONLY" and maybe even paint it on the spots as well. Violators can be towed. End of dispute.

I completely understand Roberti's position and concerns and agree that they are valid and that now is the time for him to bring these concerns forward before finalization. If nothing were done, then parking would become a "free for all" situation (regardless of signage as the signs would have no legal support for enforcement) where parking for his clients could be sketchy at best and, as a result, could seriously diminish the value of his property.
