How is it possible that this guy is arrested for a felony and had outstanding felonies but was "booked and released"?

Good grief. This will send a message to the felons packing guns, armor, stealing our stuff, not showing up for court when detained briefly. If you keep this up, we will keep detaining you for a few hours to be booked and released before you can return to lawlessness and stealing our stuff!
