How does The West Valley Bulletin Board qualify?

This proposed requirement clearly contravenes the explicit wording of the First Amendment, which in pertinent part reads: "Congress shall make no law ... abridging the freedom of speech, or of the press ..." Just to be explicit, the word "Congress" means any governmental entity at any level, down to animal control. This proposed policy puts a foot on the slippery slope toward government control of media. The simpler solution is to have a stepwise process to discipline -- with due process provisions such as notice and hearing -- transgressors of the executive session confidentiality requirement. Any effort to define "the press" in the era of a rapidly changing media landscape, including instant pop-up news providers, is ill considered.

The 9th circuit court decided a while back that bloggers are considered members of the media, but I guess Liz doesn’t think that decision should apply to Sheridan.

Beryl makes a good point. How does the Bulletin Board qualify under this statue? It is nothing more than a one-sided, neighborhood newsletter and, on top of that, it’s owned by a City of Sheridan employee. I guess she can be ordered to print a retraction by whoever ends up as her boss.

What is it going to take to get an ethical council seated in Sheridan?
