Results unchanged after recount, Mac rec bond fails by 13 votes

The results in the vote for McMinnville rec bond were unchanged following a hand recount, County Clerk Keri Hinton announced Tuesday evening. 

The bond measure failed by 13 votes, with a final certified count of 4,759 votes for "No," 4,746 "Yes" and 9 undervotes.

"The automatic full recount was conducted according to state election laws and the process proceeded smoothly and as expected," Hinton said in a statement. "The recount results reinforce the accuracy and integrity of the election process. Voters can be confident their vote was accurately counted."

Hinton said the counting boards consisted of bipartisan teams with members who are registered voters of the county.

Recount triggered in McMinnville recreation bond election

A mandatory recount of ballots for the city of McMinnville's Measure 36-237 has been triggered, Yamhill County Clerk Keri Hinton announced Wednesday afternoon.

After the Tuesday deadline for electors to cure challenged ballots, the clerk posted official results showing a 13-vote margin in votes: No's leading 4,759 (50.07%) to 4,746 (49.93%). Challenged ballots included those with signatures that are missing, do not match, are printed or signed with a stamp.

The measure proposed taking out $98.5 million in bonds to pay for a new recreation facility on Riverside Drive with two pools, a multipurpose gym, a drop-in child care center for people using the facility and classroom and meeting space; along with renovations to the library and senior center and improved and additional park facilities.

Breaking of the seals for a full hand recount will begin 8 a.m., Tuesday, Dec. 2. 

Oregon law mandates an automatic recount if results show a difference of 0.2% or less based on total votes for and against a measure. The margin was 30 votes as of the last unofficial results posted Nov. 13.

"In accordance with ORS 258.200 two counting boards have been appointed and the estimated duration of the automatic full recount is expected to take up to 8 hours (may extend beyond one day if necessary)," Hinton stated. 

Hinton said each official measure organization may designate one authorized observer per counting board. Members of the public may observe the recount, and if interested should contact the Yamhill County Elections office at 503-424-7518 or elections@yamhillcounty.gov

We will be well over a month before the results of this election are posted, to count 10,000 votes. Well over half the state does not trust the election system, and this is just a small example of why. A $100 million dollars from a small town will be pulled out in a squeaker election by just enough votes. Mark my words.

I have no faith that my vote matters in Oregon. Only in the national elections, and I know a lot of people like me, and that's a damn shame.

It will be a month... Vote by mail has to go. Clowns are looking to DC for a king, turn your heads to Salem.

The reality is the reality. Why is there anything wrong with this? People voted and exercised their right to vote. They know the rules. Using a signature stamp is laughable. On the other hand, the city should have disclosed how pouring more money into maintaining deteriorating buildings is not a continuable option. When the pool building gives out there will be a significant loss to the community.

NJINILNCCAOR - I think Lizzy had it right. While there might not be a lot of general citizen use in proportion to the number of citizens in our population, maybe you're not aware that the swim clubs all use it. No pool available = needing to drive to Newberg for all swim lessons, classes, team sports, competitions, etc. That's a huge drain on our school budgets. The 3rd grade survival swim also wouldn't happen.

Having said that - I'm a believer in preventative maintenance, too. If the city would have kept up on maintenance, I don't think we'd be in this spot at all. If this does pass, I'll be the person at the front of the budget committee meetings shouting them down when they say they can defer maintenance. On anything. If it's worth doing, it's worth maintaining.

Funny sounds like more time to cheat. How many excuses can they make? 30 years ago you used to know the results of an election the same evening before the mail in cheat started.Sure looks to me like they’re still trying to find enough votes to pass this overpriced rip off to the city of McMinnville voters.
Keri Hinton is covering for more cheating with the hand count saying the hand count might go into a second day. Coffee and cookies and a free sandwich. Keep them going into the Night.That’s when things disappear at night when everybody goes home to their family. most importantly who’s gonna be the authorized observer? Hope the public takes time to witness this. What’s the party affiliation with the two counting boards, Democrat and Democrat? ORS 258.200 It says the public can observe the recount. Sure hope we have enough public with time to witness this potential cheat.
Guess you could see I personally am all for scrapping the mail in Cheating and going back to a voting place showing your ID and photo signing the book and making your vote count. Good luck, Ron that’s too easy.More difficult to cheat. but mostly eliminate people that can’t show ID and should not be voting anyway. Watch the recount everybody find out who’s actually on the counting board.

Let's not go down this road again, shall we? Clearly, the community is split and I'm guessing it's along the lines of those who are homeowners and actually see/pay those high property taxes. The other half might likely be renting their homes, or the property taxes are rolled into a mortgage so they never see the actual tax bill. Please, just move on from this. The economy is quite likely moving toward another recession, something I don't wish on anyone.

Northof60 I would say the community is not split as much as those that want this to pass would think. If you look at the numbers only 20% of the registered voters said yes. So, 80% either said no or didn't have enough interest to vote yes. I really hope that those that voted yes see that and quit trying to push this through.

And here I was thinking that those of who were saying fraud and cheating were worried that their false ballets would be discovered and were setting it up to blame the other side for cheating. Glad I was wrong. Those of you who jump on the cheating bandwagon are not helping and it makes it seem like you are the ones who might be cheating so if you lose you can accuse the winning side of cheating. Hey. were are those who wanted it pass saying there was cheating and blaming Hinton or someone else?

I wanted the bond measure to pass. My kids enjoyed the pool when they were in school here. I swam laps regularly for a while. There is a nice community around the pool. Third graders learn important skills in Survival Swim. Swim Team is a healthy, meaningful experience for many students in McMinnville. The pool, the library, the community center—they all make our town more appealing to new families who consider making their homes here. I own a home and am retired, but I see great value in keeping our community vibrant for the next generation. It’s a shame we are so divided about this. I’m disappointed it didn’t pass. But, I accept the results because the election rules were followed, and I know that voting by mail is one of the most secure ways of conducting an election.

I believe that the last county commission vote had a 39% turnout of the total of registered voters in the county. Which means the victor received support from less that 20% of the registered population. That has been a consistent trend in the previous elections as well. It certainly speaks volumes about the apathy of the voter base in the county, but any other conclusion about the non-voter mindset would be speculation.

Yes, tagup, I came here to say the logic of NoSuchThing and Northof60 is faulty. Virtually the same number of voters voted for and against the measure, so it was not the case that 20% voted yes and 80% were against or apathetic. It’s logical that there were a similar number of apathetic non-voters who were against the measure, but we can’t know for sure. What we do know is that nearly 40% of voters turned out and 13 more voted against than for the measure. As for the remaining 60%, all we know is they did not vote.
