A distance based standard, while it is structural coupled to the community value of preserving neighborhood character, is not so tightly coupled the the community value of preserving affordable housing stock and limiting displacement. Our perception of neighborhood character can evolve with the passage of time and with changes in the larger community surrounding a neighborhood. But the inventory of affordable housing stock tends can be far less flexible going forward, not only because of market forces beyond the control of planners, but also because of specific limits enacted as part of the planning and zoning process. The planning commission should consider continuing to work toward developing a regulatory standard that fully embraces both of these important community values.
