Apparently a clean up of the area every couple of weeks constitutes "enforcement" in the mayor's eyes.

How would daily ticketing change things? If they have nothing, they won’t (can’t) pay fines. What enforcement would actually matter? I do wish there were arrests for criminal activity: theft, assault, battery, animal abuse but for parking? Camping? Being poor… that wouldn’t be right.
