All we hear is how the city is going to spend more money. I want to know why they haven't balanced their budget to pay for what we already have and how they'll pay for future purchases without raising taxes.

This is a great proposal and I'm happy to see it. Upgrading the substation will be a must going forward as power demand increases and capacity is needed
