Easy Writer... I understand your desire for some level of "decorum", but it's not what's on the outside, but what's on the inside that counts. If Scott does a good job, and represents citizens with common sense and honesty, that is what matters most to me.

If you want to build trust and transparency …then a justification of the utility service charge needs to be shared with the community. What is the basis for the fee (now that the original 2021 budget over-run has long ago been covered)? How long should utility customers expect to pay this? Forever?
The city has a tax levy…. And should stick to that for city budget administration.

Rebuilding trust demands not only ending the utility service charge, but doing the accounting, paying us back with interest for all the ill-gotten gains, and reporting on where the excess money went. Nothing less will do.

The funds were (and are) being spent on city services, they should not be paid back with interest. However, extracting money outside the tax levy should stop. The utility service charge circumvents the voters ability to decide the level of city spending.
