When riding to and from the Linfield area, I take Davis, then switch to Evans. From the point where Evans intersects 99W and eastward, there's already a pretty good bike lane. I doubt it's likely that they can make biking through town on 99W safer than the alternatives.
If they can fix the fiasco at Evans and 99W, I'm for it.
