But Moe, Hiring ego stroking expensive consultants is fun! And it results in pretty pictures and impressive colorful reports that city officials and staff can show off to “prove“ they are being good stewards of the taxpayer’s trust.

Can someone explain in simple terms what exactly constitutes an Innovation Campus? Is it equivalent to a "multipurpose room"?
