I find it interesting that 'because someone heard something (front office staff have to take second jobs to make ends meet)', it automatically becomes a fact, and fosters the argument to increase pay. Using real numbers, rather just saying so, maybe someone could define exactly what is considered 'lower pay'.

A larger paycheck in no way guarantees positive results in any occupation, especially a government job.
