Thee park near my house doesn't have so much as a bathroom or a picnic shelter. A lot of houses have gone up in the area and not one dime has been spent to upgrade the park. it is disgraceful. If the city wants to encourage low income housing, have a lower rate for less expensive houses and a higher rate for the pricier ones. This isn't rocket science.
