So did the city have knowledge of the soil contamination before purchase? Remediation of this sort can be very problematic (and expensive).

It’s ok. As long as they don’t disturb the ground there won’t be a problem. I’m sure there won’t be anything such as foundations or pilings for large buildings like apartments and hotels. Sewer, storm drain, or city water lines. Electrical feeds to every building from multiple directions. None of those things typically found on commercial construction developments will be needed here. This site is special.
Remy Drabkin and Heather Richards were on this property before the ink was dry on the layoff notices to the workers who lost their jobs at the facility. Remediation of this sort can be very problematic and expensive, but cost is no concern on pet projects when spending other people’s money.
