Neighbors raise objections to planned bed & breakfast

The McMinnville Planning Commission is scheduled Thursday to consider conditional use permits for a bed and breakfast on Northwest Haun Drive and a vacation home rental on Northeast Irvine Street.

Hearings are slated on each during a meeting set for 6:30 p.m. in the McMinnville Civic Hall, 200 N.E. Second St.

William Wilton, who owns a two-story contemporary colonial on Haun Drive, wants to turn it into a bed and breakfast inn. He plans to continue making his home in the 2001 structure, but open a bedroom, sitting room and bathroom suite to paying guests.

Neighbors Carole and Ken Eidsvoog have raised objections, citing concerns about parking, pedestrian safety and the introduction of strangers. Neighbors Marlene and Robert Garvey have also raised objection, citing concerns about traffic, pedestrian safety and neighborhood covenants.

The city staff says introduction of strangers into the neighborhood is not subject to city regulation. It says any additional traffic from a single guest room would be negligible, Wilton would be required to provide off-street parking and neighborhood covenants are private agreements not enforceable by the city. It is thus recommending approval.

Mark and Shelley Houston are seeking a conditional use permit allowing them to operate a three-bedroom home on the corner Northeast Irvine and 11th streets as a vacation rental. They would monitor the rental from their home next door.

The staff says city regulations require one off-street parking space per bedroom, which the Houstons could meet by paving a gravel driveway and parking area. With that proviso, approval is being recommended.
