Distuurbance leads to arrest in Willamina

Joseph Conon Foster, 39, of 144 N.W. Willamina Drive, was arraigned Tuesday in Yamhill County Circuit Court on one count each of second-degree disorderly conduct, fourth-degree assault, harassment and strangulation, all misdemeanors. Judge Janet Holcomb set bail at $17,500.

Trooper Creed Cummings of the Oregon State Police gave this account:

About 9 p.m., a disturbance was reported at Ray's Food Place, 112 N.W. Main St., and he responded. He encountered an intoxicated male out in the street yelling and attempting to hit passing vehicles, and learned the man had assaulted a cashier inside.

Foster's next court appearance is set for 2:30 p.m. Thursday, Aug. 22.
