Conduct a study on the estimated value in dollars that these blue signs bring in. Take them all down for a year, all except for the fuel-gas-food-motel at next exit signage. After a year let the business's that wish to take advantage of the Blue sign system pay a fee that's based on value lost..or..leave the signs up and pay a fee based on value added.

However the method, the state should generate more revenue from this signage than is currently. That's just my opinion.
