I am curious what "newcomers" look like? Do "people that don't live in town" look different? How do we "concerned" citizens recognize them?
I think the issue is more about the complete lack of police presence and citizen tolerance, then "new comers"
Amity is not a very inclusive town, if you are not a white middle age male then you are someone to be feared.
