PUBLIC NOTICE IS HEREBY GIVEN that the Yamhill County Board of Commissioners will hold a public hearing on August 21 2025, at 10:00 A.M. in room 32 of the Yamhill County Courthouse, located at 535 East Fifth Street, McMinnville to consider the following remand request: DOCKET C-15-23: Conditional use approval for the operation of a commercial activity in conjunction with farm use to allow the sale of locally produced wine, cider, beer, and other malt beverages at the existing onsite farmstand. The farmstand was approved on June 20, 2023, by Docket SDR-12-23. The parcel is identified as Tax Lot 3523-2400 and is located at 15250 NW Panther Creek, Carlton. The hearing is a remand from the Land Use Board of Appeals (LUBA) through Friends of Yamhill County v. Yamhill County (LUBA No. 2024-008 & 2024-009) and affirmed by the Court of Appeals (A184847), will be limited to accepting argument and evidence regarding only the following issue that formed the basis of the remand. The scope of the remand is limited to the following issue: Testimony and evidence to develop findings or conditions that demonstrate proposed alcohol sales will be a secondary use that is in conjunction with the primary use on the property. This application is being reviewed on criteria in Section Sections 402.02(B), 402.04(G), 402.07(A), 1101, and 1202.02 of the Yamhill County Zoning Ordinance. NOTICE OF PLANNING COMMISSION PUBLIC HEARING

On Monday, August 18, 2025 at 6:30 pm at the Amity City Hall, 109 Maddox Avenue, and by Zoom remote meeting platform, the Amity Planning Commission will hold a public hearing to consider the land use applications described below. FILE NO.: 2507-01 CUP & 2507-02 SDR “Office Building for Amity School District” LOCATION: 503 Oak Street. An office building is proposed at the southwest corner of the High/Mid-School Campus at the corner of Oak and Sherman Streets. Referenced as tax lots R5420DC 07800, R5420DC 07700 and R5420 01400. OWNER: Amity School District PROPOSAL: The Amity School District proposes to remove the two modular buildings and build a 1-story 42’ x 68’ (2,856 square foot) District office building, and add 4 parking spaces on the north side of the office for a total of 141 spaces on the Campus. The District submitted concurrent Conditional Use Permit (CUP) and Site Design Review (SDR) applications. The conditions of approval from the 2023 concurrent CUP and SDR decisions will remain in effect. CRITERIA: Amity Development Code (ADC): 2.101 R-1 – Low Density Residential Zone, 2.200 General Development Standards, 3.103 Conditional Use Permits, and 3.104 Site Design Review. PROCEDURES: Conditional Use Permits and Site Design Reviews are Type II Actions. Pursuant to the ADC Section 3.101.02, a Type II Action is a quasi-judicial review in which the Planning Commission applies a mix of objective and subjective standards. Public notice, a public hearing, and an appeal period are provided. PUBLIC HEARING: The hybrid public hearing on this matter will be conducted in accordance with ADC Section 3.203 for Planning Commission public hearings.
