PUBLIC NOTICE IS HEREBY GIVEN that the following applications are being reviewed by the Yamhill County Department of Planning and Development: C-01-26, a request by Benjamin Powers for conditional use approval for the operation of a personal use airport. The request includes a small personal use runway for agricultural and private transport. No construction is proposed for this request. Linfield University will undergo a Comprehensive Evaluation (Evaluation of Institutional Effectiveness) conducted by the Northwest Commission on Colleges and Universities (NWCCU) this spring. This evaluation is the final stage in a seven-year cycle of reviews conducted by NWCCU. A peer-review team composed of faculty and staff from other accredited institutions will visit Linfield from April 29 to May 1, 2026, to review the university’s self-evaluation and assess how Linfield meets NWCCU’s accreditation standards, policies and procedures. Accreditation by NWCCU indicates that an institution meets or exceeds established criteria for institutional quality through a rigorous, peer-review process. Current accreditation status Linfield University is currently accredited by the Northwest Commission on Colleges and Universities. CALL FOR BIDS

The Director of Public Works, Yamhill County, McMinnville, Oregon, will receive sealed bids until February 10th, 2026, at 2:00 p.m. for the Yamhill County “2026 North Valley Road Full Depth Repairs & Pipe Project". The project work will consist of a 12-day closure of North Valley Road between Ribbon Ridge and Albertson Road, Full Depth Repairs (FDR) in four separate areas, two culvert replacements, and construction of 7 embankment turn outs along the closed portion of the road. Closure to include detour signage and two PCMS reader boards. The FDR work will include 32” of excavation, estimated to be 1,440’ x 12’. The existing pavement is 10”-11” thick. A geotechnical report is available. The pavement is to be removed by Cold Planning and to be placed as subbase. The turn outs will be constructed with the FDR excavation spoils. The upper 12” of the turn outs will be constructed out of salvaged or imported grindings. Approximately 1000 cys of stockpiled grindings owned by Yamhill County will be required to be trucked to the jobsite. Stockpile location is at the Baker Creek Rd. and N. Hill Rd. yard just outside McMinnville. Paving of FDR work will require 4 inches of Level II AC. A Summer 2026 Pre-level and Overlay project from Ribbon Ridge to Albertson Road will follow this work but will not be included in this project. The 48” x 44’ culvert, 8’ deep requires completion during In Water Work Window (IWWW). Oregon Dept. of Fish and Wildlife (ODFW) has stated that the 48” pipe replacement may be installed early than the IWWW if no flows are present in the tributary of Chehalem Creek. It is typical that flows stop by end of June. The second pipe replacement is an 18” x 50’ culvert near the 48” pipe replacement. These two pipes also require 4” of trench patching. All contract work is to be completed by July 10th, 2026.
