With that many cooks in the kitchen, will there actually be anything accomplished by this committee?

So for 100/ +- years the sec. of state has finished the redistricting process because the legislature couldn't find a way. Common Cause wants a 12 member commission to decide Oregon's voting districts -- that's a good start. But since the 2016 election, CC also wants to abolish the Electoral College, so it wouldn't be a stretch to label CC a somewhat partisan organization.
Is there any issue that can be decided without the nasty, partisan undertones? Why do these sort of decisions need to be squeezed so hard there is no nectar left for anyone except for entrenched politicians?
So sick of these types of partisan posturing!
