This is how companies slowly fail. The least profitable department is closed and the organization hopes to coast for awhile on the remaining business. Having an empty parking lot for three years doesn't instill confidence in any customers - personal lines or otherwise.

It would have been interesting to see interview questions and responses from the out-going personal lines vice-president. It appears she has left the company also.
