This group, in fact, did not receive the $... kinda like a shell company/game Yamhill County recovery or something like that DID receive it and, if you donate to them your paypal lists the Yamhill County name vs Provoking Hope.

Questions:

1). Why an approximately 4,000 commercial ambulance to deliver 1 for 1 needles?
2). Why was this job opportunity noticed a day late for the workshop and a day before the deadline?
3). Why was the money approved at the budget committee in May a month before the commissioners even heard the needle exchange proposal?
4). Why could these needles not be made identifiable? It was requested making it easier to sue the county should you find one in your foot.
5). If there is a shortage of needles amount drug addicts why did the News Register report large numbers of needles picked up by the public works cleaning up Dustins Court?
6). The two groups delivering needles have zero history doing so

Very very poor decision. Very misleading... but I encourage all diabetics to please use these groups for free needle disposal. This disease was mentioned in their proposal and tax paying County residents should take full advantage.

Also... the workshop disclosed there will be more needles on the streets because, and I quote, " you can't expect to get them all back it isn't realistic"

This free vehicle donated by the City was a $14,000 or so valued "write off" a short time later when Commissioners gifted it to Provoking Hope.. oops no no actually the BO mentions the " Yamhill County Treatment" name for the first time publically ...... who is actually the one receiving large sums of money

This is awesome, and I think it will make the county safer. It's unrealistic to think that drug users will just quit out of nowhere, that increasing penalties and such will have any effect. Data has shown that more imprisonment doesn't reduce drug problems. Addiction is its own kind of monster. Helping people to stay safe as they grapple with it, and providing mentors to offer resources and encouragement is a wonderful step.

Wrong. Data has shown there is increased drug traffic and it produces a magnet effect to the area and increases crime.

The first place to ever introduce needle exchange has the highest # of addicts. In Portland they saw an increase in not only needles but in cotton balls handed out at the exchange your needles site.

Btw while 1 for 1 needle exchange sounds good it isn't what will happen. Each City gets once a week delivery via ambulance (think the user will reuse his/her one needle?). Mac gets permanent location and six drop sights like.... Dustins Court?

The groups running this were not cured by needle exchange as outlined at work session but it would have saved the speaker $5 a week or $20 a month

Keep in mind this starts with handing out needles and not expecting to get them all back.... it's unrealistic

On their website Provoking Hope lists where their money went in 2018 and states "they" are a 5013c (?). It's actually a DBA for another 5013c.

Anyway this is direct from their website:

Syringe services programs (SSPs) are proven and effective community-based prevention programs that can provide a range of services, including access to and disposal of sterile syringes and injection equipment, vaccination, testing, and linkage to infectious disease care and substance use treatment. 8, 11 SSPs reach people who inject drugs, an often hidden and marginalized population. Nearly 30 years of research has shown that comprehensive SSPs are safe, effective, and cost-saving, do not increase illegal drug use or crime, and play an important role in reducing the transmission of viral hepatitis, HIV and other infections.11,12 Research shows that new users of SSPs are five times more likely to enter drug treatment and about three times more likely to stop using drugs than those who don’t use the programs.13 SSPs that provide naloxone also help decrease opioid overdose deaths. SSPs protect the public and first responders by facilitating the safe disposal of used needles and syringes.

If you google "needle exchange oregon" and click on the colored needle pamphlet put out by Oregon Heath Authority titled "Oregon Syringe Service Guidance" its worth reading.....

Counting the needles isn't required just "estimate". Give to those from other Counties and don't ask for ID its anonymous... unless you think they might be under 18

The outline given to commissioners said they would agree to pick up needles only the first 60 days. Assume that # will help show how many less needles later... not sure.

Google "Needle Exchange Closing" and read why. One County went so far as to ban all needle exchanges - even those run by "non profits"
