Quite misleading, imho.
As a small family of 3, we come very close to that 1000 CF measurement and sometimes even surpass it in the non-irrigation months (we easily more than double it in the lawn and flowerbed irrigating season). I'm betting a larger family goes over it pretty often regardless of lawn watering.
To say that it really won't affect residential customers is misleading at the very least. To call it excessive use feels a lot like shaming/punishing people for being wasteful even if they're only using what they need.

My usage for July was 2500 cu/ ft. I will be over the 1000 cu/ ft threshold at least 7 months a year. I have a 1700 sq ft home for a family of one.
