They knew five months ago these horses were starving, and the water was shut off for a month, yet the law didn't allow them to intervene until one of the animals was in such terrible shape that it literally died while being removed? I know Yamhill County is all about Personal Responsibility and Freedom, but maybe we need to tighten up a little bit on some of these regulations aimed at protecting the defenseless. We shouldn't always have to wait for someone to die.
