Maybe a tunnel crossing? Limited impact but super expensive.

Something desperately needs to be done at that intersection, and at the Dayton scales where 18 meets 99. Too many people have died there. People should not be required to make judgement calls like that all the time, especially when there are so many people who have a hard time judging the distance and speed. I have had people honk at me at that sort of intersection when I'm taking "too long", but I'd rather have someone honk at me than die in an accident like this.

This the most dangerous intersection in the county. I hate to say it but this would be a good place for a roundabout. They put a roundabout on 99w south of Rickreall at a dangerous intersection it it seems to keep the traffic flowing much better than I thought it would. Something has to change.

This is non brain damage; Traffic lights are at the hospital and Evergreen. Just add one at Lafayette Highway.

ODOT has plans for a multi lane roundabout at this intersection. Not sure of the timelines.
Don Dix
Have you not heard? According to the governor, the $6.1B ODOT budget is not enough for proper maintenance, let alone any new projects.
