There needs to be some sort of control to keep people from doing short term rentals. maybe a code stating that they must be rented monthly only or yearly lease, something with some teeth in it or it will be ignored by both the people renting and the county/state people as there would be no consequences so they wouldn't enforce.

Do it. Residents have been begging for this for decades. Our current land use laws are magnifying this shortage of housing.
