Don't these offenses occur all over the city, or just 'downtown'? Lately, 'downtown' has evolved to become a 'special interest', apparently to be handled differently than the remainder of the city -- is that the message from the council?

Good point Don! I have felt for a long time that downtown has evolved into a “special” zone for the tourists to have a pristine setting in which to imbibe. God forbid they would have to mingle with the undesirables. Don’t get me wrong: even as a non drinker, I appreciate that our economy is doing well. Admittedly that is due in a large part to our booming wine industry.
