When I read this article depicting "No citizen testimony" during the public hearing on the FY2019-2020 budget for the City of McMinnville why am I not "surprised?"

The voters have intentionally empowered city councilors who have absolutely "No clue" on how to manage McMinnville so citizens already know their city budget is in the swirling vortex of a toilet bowl.
For example, raising sewer fees 5% to generate roughly $500K and consider using this money for anything else than sewer related (and or for water pollution control plant upgrades) is so incredibly stupid only the excessive and unrelenting use of profane expletives can analytically describe the dithering dullards who will make the decision on how to use this money.

Of the $370K generated by the TLT, only $110K can be used for General Fund expenditures. The remaining $259K must be used for "Tourism" related facilities (like a convention center) and or for "Tourism" activities (such as events-"Visit McMinnville, our circus clowns are city counselors.")

It would be a stretch to use the $370K for homeless and for affordable housing. You could hire the homeless to hold up cardboard signs scribbled with "Visit McMinnville" at freeway exits.

You could build a "Homeless camp and market a travel experience where visitors could spend the night in a tent with smelly-feces covered-toothless drug-addicts with free needles provided by Yamhill County.

McMinnville voters really need to "get off their butts" and take their great city back-from the goofy city counselors they elected after what appears to be, a three-day drunk.
