Could [SB 1565 (2016)] be used to circumvent Oregon's Land Use Laws? Expand Urban Growth Boundaries for related issues?

Of course it could...with Commissioners who 'vote' to participate.

Personally, I am surprised at the surfacing of [SB 1565 (2016)] six years and nine months after it was signed into law.
